Consequences of assistive devices

Below is a summary of the proposals that the LSS Committee believes should be applied to regulators.

Good quality requirements

The LSS Committee wants a clearer requirement that the aid organizer be of good quality. In order for us to be able to verify that all regulators - regardless of whether they are a municipality, a company or an individual regulator - have this quality, the National Council for Social Welfare must establish standards during the inspection process. This supervision must be part of the state's social control. If the organizer misbehaves, it should be possible to revoke permission to conduct assistance activities. It should be possible to do this on a temporary basis.

Permission to perform assistance

In order to carry out aid activities, it is suggested that all organizers must apply for a permit. It is the District Administrative Council that should be proposed to undertake the task of granting permits.

Responsibility for how assistance allowance is used

The LSS Committee wants each organizer to have assistance compensation paid directly to them. All organizers must also be accountable for how aid funds are used and be able to report this. This also applies in the case of a refund.

The municipality will no longer pay the wages of temporary medical staff

The main change is that the municipality will no longer be responsible for sick pay for helpers. The cost of substitutions related to the assistant's regular illness must be included in the form when determining the flat hourly amount. Employers are then compensated with an increase in the standard amount of 0.7% from the assumed 87% of wage costs. However, the organizer should be able to obtain business insurance from the insurance fund if the cost of temporary staffing becomes too high. Municipalities will no longer bear ultimate responsibility for purchasing auxiliaries. It is suggested that this responsibility should fall on the organizer.

Assistance compensation does not need to be reported to the person entitled to assistance

Many organizers inform their clients about how to use the assistance allowance. However, it is not a requirement and the committee suggests that it should not be the latter either. It should be up to each organizer to do as they please.

There is no requirement for a collective agreement

The LSS Commission will not require organizers to have a collective agreement. None of the committee members wanted that because they thought it should be something the social partners settled on. However, there is a desire from the committee to sign a collective agreement.
